Create 1 event

I am looking for a way to only generate a pop up for the 1st file transfer to Removable Media.  I know I could get this to work across all protocols but I still want the pop up to work the same for the other protocols.  

Is there a way to create a response rule that will only create an event for the 1st file transfer and ignore the subsequent transfers for a set amount of time.  Only for removable media.
