Creating Exception - ABA / Routing Numbers Proximity

We have recently introduced a Wide Breadth into our ruleset. We are getting a lot of Routing Numbers that we don't want. Is there a way to use the Keyword Proximity function to create a very small Word Distance between the keywords DLP provides and a 9-digit number?

I know I can use the Expression List A but what do I put into the Expression List B? Every valid Routing Number? Any help/suggestions would be appreciated.
