Cannot change agent group

I have a realtively new installation of DLP 14.5 with two Endpoint servers and two Agent Groups created.  I am not able to change an agents group from the System>Agents>Overview>Agent List page.  When I select an agent and click Change Group I get a red failure message, "No user defined groups exists in the system which can be applied to agents. Change Group task cannot be executed."  I do have 2 groups created.  Is there something I'm missing that would interfere with this process?
