Endpoint Blocking not working

I have been trying to block saving of files containing CC to local drive.  On a test machine and user account, copy and paste block is working and I incidents are being generated for saving to local drive, but the save action is not blocked.  Local drive is enabled in the agent cofiguration and Endpoint block is configured in the policy.  What else am I missing?  Thanks!
