Network Prevent for Email - Drop folder not working

Hi,

I understand the recommendation is to change the server from Inline SMTP to Packet Capture, Copy Rule but when I recycle the server it says that "PacketCapture is down," which makes sense because it's not a Network Monitor Server. Incidents are ingested when I set these configuration options, but messages don't hit any policies this way. Is there any way to test policies with the drop folder on the Email Prevent Server without changing the mode the server is in?
